South Africa dissents, saying cluster bombs with an accuracy rate of 98% are legitimate weapons of war
A meeting of 39 African governments in Livingstone Zambia ended unanimously on April 1st with all governments attending (except South Africa) endorsing the “Livingston Declaration”, which will in turn commit them to negotiate a global ban on the weapon next month in Dublin.
South Africa is the only nation in Africa that manufactures cluster bombs.

UPDATE 05/28/2008: At a meeting in Dublin, 111 countries agreed to ban cluster bombs although this deal lacks the major backing of the leading manufacturers and stockpilers of cluster bombs.
